1) - im afraid there is no setting for this in 2.1.3 - it was not added until 2.2.0 onwards.

2) Welcome page - the "site template" dictates what is displayed on the welcome page.

3) Unfortunately yes - although you really need only to add to the site and document template - in 2.2.0 plus there are template blocks which allow you to do in one place.
